Liberal Democrat councillors have successfully secured unanimous support for a review into trauma-informed practice across East Riding Council.

This is about improving how services work in real life understanding what drives behaviour, reducing crisis, and delivering better outcomes for residents.

The motion, brought forward by Councillor Eliza Whitaker and seconded by Councillor Gareth Shephard, will now lead to a council-wide review over the next six months.

This is a positive step forward, backed by councillors across all parties.

Councillor Gareth Shephard said:

“This is about shifting from asking ‘what is wrong?’ to ‘what has happened?’ and designing services that respond more effectively as a result.”

We know that people’s experiences shape how they engage with services. When we understand that, we improve outcomes, reduce escalation, and make better use of public money.

Councillor Whitaker said:

“This is about getting it right earlier, rather than paying for crisis later.”

By Councillor Whitaker This Council resolves to: 

  1. Noting that evidence increasingly shows that experiences of trauma can significantly affect residents’ health, wellbeing and engagement with public services, and that trauma informed approaches aim to improve outcomes, request that the relevant directors bring a report to the appropriate committee within six months outlining: 
    • Existing trauma-informed practice within their directorates 
    • Opportunities for further development and consistency across services 
    • How trauma-informed principles could be embedded into their service design and delivery 
    • Any training, partnership, or resource implications
  2. Encourage continued partnership working with health, voluntary sector, and community organisations to support trauma-informed approaches across the East Riding.
