There is a caveat to this about how rules can be changed mid-course if there is the political will.

Commenting, current Liberal Democrat leader, Tim Farron, praised the judgement shown by Charles Kennedy in leading the Lib Dems to oppose the Iraq war and to unanimously vote against it.
In his first response to the Chilcot Report on the Iraq War, Liberal Democrat Leader Tim Farron MP said : "Far from being Bush's passenger, Blair was his co-pilot in taking this catastrophic decision which has destabilised Iraq, provided the hotbed for Daesh and tarnished Britain's reputation around the word."
